摘　　要：世界上最强大的五个国家一致认为“核战争打不赢也打不得”,罕见地共同承诺降低此类冲突爆发的风险。美国、俄罗斯、中国、英国和法国签署了这一承诺书,它们是1968年达成的《不扩散核武器条约》(NPT)正式承认的五个核武器国家,也是联合国安理会五个常任理事国。它们被称为五常国(P5)或五核国(N5)。Five of the world's most powerful nations have agreed that“a nuclear war cannot be won and must never be fought”in a rare joint'pledge to reduce the risk of such a conflict ever starting.The pledge was signed by the US,Russia,China,the UK and France,the five nuclear weapons states recognised by the 1968 *Nuclear Non-Proliferation Treaty(NPT)who are also the five permanent members of the UN security council.They are known as the P5 or theN5.
