多主体协同参与的城市社区体育治理体系构建与实践研究

摘　　要：多主体协同参与社区体育治理对于实现城市社区公共利益最大化具有重要意义。本研究以提高城市社区体育治理水平为目的,基于多主体协同治理理论,运用问卷调查、熵权法、因子分析、聚类分析等方法,构建了由3个一级指标、9个二级指标和32个三级指标构成的城市社区体育治理评价体系;运用聚类分析将济南市社区体育治理分为均衡治理型、主导薄弱型、纽带松弛型和自治不足型四个类型;运用S-W检验法对治理评价结果的正态性进行检验,验证了所构建的社区体育治理评价体系的合理性。最终,依据研究结果明确各利益相关主体在治理实践中的职责:行政部门落实主导作用实现治理点对点支持,体育组织体现桥接作用实现宏观指导落地,社区居民夯实自治职责达到人人共治。The collaborative participation of multiple subjects in community sports governance is important for maximizing public interests of urban communities.Aiming at improving the level of urban community sports governance,this study constructed an evaluation system of urban community sports governance composed of 3 primary indicators,9 secondary indicators and 32 tertiary indicators based on the theory of collaborative governance of multiple subjects and using methods such as questionnaires,entropy weight method,factor analysis and cluster analysis.The status of community sports governance was classified into four categories:balanced governance,weak dominance,loose ties and insufficient autonomy.The S-W test was used to test the normality of the governance evaluation results and to verify the rationality of the community sports governance evaluation system.Based on the results of the study,the responsibilities of each stakeholder in governance practice were clarified as follows:Government administrative departments play a leading role to achieve point-to-point governance support,sports organizations embody the bridging role to achieve macro guidance,and community residents consolidate the responsibility of autonomy to achieve shared governance.
