摘　　要：“放管服”背景下,科研事业单位科研项目经费存量资金累积的情况不断加大,如何在经费管理工作中落实新政策要求、盘活科研事业单位的存量资金、促进科研工作稳定持续发展,是科研事业单位面临的重要问题。文章通过分析科研事业单位存量资金形成的原因、盘活存量资金的意义以及当下面临的问题,提出了存量资金盘活的对策建议,以期为科研事业单位有效盘活存量资金提供参考。Under the background of"streamline administration,delegate powers,improve regulation,and strengthen services",the accumulation of stock from research projects in research institutes is increasing and how to implement the new policy requirements,reuse the research project stock and promote the stable development of scientific research is an important issue for scientific research institutes.This paper analyzed the reasons for the formation of research project stock in scientific research institutes,the significance of stock reusing and the problems faced at this stage,and proposed countermeasures for stock reusing,so as to provide reference for scientific research institutes in the efficient use of funds.
