摘  要:分析近年来我国中医药教育的最新政策文件,为优化、提升我国高等中医药教育政策提供参考。运用政策工具理论,在国务院政策文件库、教育部、国家卫生健康委员会、国家中医药管理局等主要部委官方网站,分析国家层面1997—2021年发布的43份高等中医药教育相关政策文件。通过分析发现:环境型政策工具运用占比40.00%;需求型政策工具占比30.98%;供给型政策工具应用占比29.02%。为此,要进一步优化供给型工具运用,加强具体化措施;协调政策工具结构,优化辅助协动关系;调整政策内部组成,合理配置内部要素,为我国高等中医药教育发展提供更加全面化、具体化的直接保障。The paper analyzes policy documents of traditional Chinese medicine(TCM)higher education in recent years in China to provide reference for optimizing the policies of such education.Policy tool categorization was used to analyze 43 documents issued at the national level from 1997 to 2021 related to TCM higher education retrieved from the official websites of the State Council policy document archive,the Ministry of Education,and other major ministries and commissions such as the National Health Commission and the National Administration of Traditional Chinese Medicine.The results showed that policy tools in the category of environment were the most frequently used,accounting for 40.00%of the total number of instances;those in the category of demand accounted for 30.98%;and those in the category of supply were the least used,accounting for 29.02%.In conclusion,it is necessary to increase the use of supply-oriented tools,specify measures,balance and coordinate the use of different types of policy tools,and strengthen the use of certain policies within each category to provide more comprehensive,concrete and direct support for the development of TCM higher education.
