摘　　要：现代奥运会普遍受到政治因素影响,2018年台湾地区首次出现以“公投”形式助推的“奥运正名”。由于台湾地区大幅度降低“公投”门槛,岛内原有“公投”运作制度中的“否决”结构松动,台湾地区内部的政治与社会分歧凸显。回顾2018年“东京奥运正名公投”的成案流程,可以发现,由于台湾地区立法机构大幅度降低“公投”门槛,岛内部分政治势力随奥运会周期来操弄“奥运正名公投”的可能性有所提升;同时,中国内地与国际奥委会是台湾地区“奥运正名公投”的重要外部否决因素,但两岸民意容易在此议题上出现碰撞。由于台湾地区政治“本土化”的持续演进,更多的类似“奥运正名公投”的准“主权”议题会采取“公投”方式操作,其示范效应值得关注。The Olympic Games are generally influenced by political factors.In 2018,a"referendum"was introduced to promote"the name rectification"for the 2020 Tokyo Olympic Games.Due to the significant reduction of the threshold for"referendum"in Taiwan,China,the"veto"structure in the original"referendum"operating system has been loosened,and obvious political and social differences have emerged within Taiwan,China.By reviewing the completion process of the 2018"name rectification"for the 2020 Tokyo Olympic Games,it can be found that on the one hand,due to the reduction in the threshold for"referendum"by Taiwan's legislature,China,the possibility of some political forces manipulating the"referendum"along with the Olympic cycle has increased;On the other hand,the China’s mainland and the International Olympic Committee are important external veto factors in Taiwan's"referendum",and public opinion on both sides is prone to collide on this question.As the continuous evolution of Taiwan's political localization,more quasi"sovereignty"issues similar to"the name rectification referendum"will be operated in a"referendum"manner,and its exemplary effect deserves attention.
