深港融合发展与区域经济韧性

摘　　要：本文从制度经济学的视角分析深港融合发展及其制度绩效的形成,尝试把制度绩效缠定于区域经济韧性范畴内进行分析。区域经济韧性是指一个特定的区域或区域共同体所拥有的面临外部和内部各种环境变化情况下,防范、抵御各种风险以及及时灵活调整政策,开辟新的发展路径的恢复能力。本文从区域产业结构、社会资本、政策和制度环境以及文化因素四个维度分析区域经济韧性形成的机理并得出如下结论:区域的产业结构、社会资本、政策和制度环境以及文化因素都在不同层面与程度上,以“制度资本”的功能提升区域经济韧性。从深港两地产业结构的特点看,深港融合发展将以各自产业结构的优势,整体增强区域经济韧性;从深港两地社会—文化资本与人力资本结构看,将以强化社会—文化资本潜在收益的方式增强区域经济韧性;从深港两地社会资本的契合度看,将以社会资本的制度力量增强粤港澳大湾区的区域经济韧性。粤港澳大湾区的形成与构建,一方面具有制度的基本功能与属性,另一方面具有制度创新的特殊意义。深港融合发展以营商环境的高水平规则衔接与机制对接为路径,不仅提升了粤港澳大湾区的制度环境品质,也促进了中国香港真正融入祖国建设的整体布局。This paper analyses the development of Shenzhen-Hong Kong integration and the formation of its institutional performance from the perspective of institutional economics,attempting to situate institutional performance within the context of regional economic resilience.Regional economic resilience refers to the resilience possessed by a specific region or regional community to prevent and resist various risks in the face of various external and internal environmental changes,and to adjust policies in a timely and flexible manner to open up new development paths.This paper analyzes the formation mechanism of regional economic resilience from four dimensions:regional industrial structure,social capital,policy,and institutional environment,and cultural factors.And draws the following conclusion:regional industrial structure,social capital,policy,and institutional environment,and cultural factors all promote regional economic resilience with the function of“institutional capital”at different levels and degrees.Judging from the characteristics of the industrial structure of Shenzhen and Hong Kong,the integrated development of Shenzhen and Hong Kong will enhance the regional economic resilience as a whole with the advantages of their respective industrial structures;from the perspective of the socio-cultural capital and human capital structure of Shenzhen and Hong Kong,the regional economic resilience will be enhanced by strengthening the potential benefits of the socio-cultural capital;and from the perspective of the degree of convergence of the social capital of Shenzhen and Hong Kong,the regional economic resilience of Guangdong-Hong Kong-Macao Greater Bay Area will be enhanced by the institutional strength of the social capital.The formation and construction of the Guangdong-Hong Kong-Macao Greater Bay Area have an institution’s essen-tial functions and attributes on the one hand and the special significance of institutional innovation on the other.The integrated development of China Hong Kong and Shenzhen take
