摘  要:建设“无废城市”,推进一般工业固体废物污染控制,是新时代贯彻绿色发展理念、加快高质量发展的内在要求,是建设美丽中国的重要举措。贵阳市成功入选“十四五”时期“无废城市”建设名单。本文分析2011—2020年贵阳市一般工业固体废物的产生、利用、处置及来源,指出其污染控制存在的问题,提出一般工业固体废物污染控制对策。结合“无废城市”建设目标,要加速推进一般工业固体废物环境管理制度体系建设,推动工业绿色低碳发展,开展大宗工业固体废物堆存场所综合整治,加强综合利用技术攻关,建立健全一般工业固体废物现代监管体系。Building a“zero-waste city”and promoting pollution control of general industrial solid waste are inherent requirements for implementing the concept of green development and accelerating high-quality development in the new era,and are important measures for building a beautiful China.Guiyang City has been successfully selected for the list of“zero-waste city”construction during the 14th Five-year Plan period.This paper analyzes the generation,utilization,disposal,and sources of general industrial solid waste in Guiyang City from 2011 to 2020,points out the problems in its pollution control,and proposes pollution control measures for general industrial solid waste.In line with the goal of building a“zero-waste city”,it is necessary to accelerate the construction of an environmental management system for general industrial solid waste,promote green and low-carbon industrial development,carry out comprehensive renovation of bulk industrial solid waste storage sites,strengthen comprehensive utilization technology research,and establish a sound modern regulatory system for general industrial solid waste.
