公共文化设施建设与保护制度落实情况研究

摘　　要：尽管公共文化设施建设与保护制度已经建立,但在设施布局、选址征求公众意见、设施达标等方面还存在落实不到位的情况。这些问题之所以产生,不仅有制度文本的原因,还有实施层面的原因,需要从制度构建和制度实施着眼,对设施建设与保护制度的持续性优化进行研究。在文献研究和实地研究的基础上,分析公共文化设施建设和保护制度的内涵,总结制度落实的成就和问题,提出完善思路,即今后应通过因地制宜拓展设施种类、提高建设标准、完善设施选址征求公众意见机制、严格落实“新改扩”居民住宅区配建设施、健全设施拆除规则、建立稳定的设施更新机制、完善执行监督机制等方式,推动公共文化设施的建设与保护。Although the construction and protection system of public cultural facilities has been established,there are still some problems:the location of some facilities is unreasonable,the site selection of facilities has not sufficiently soEcited public opinions,facilities are not up to standards,etc.The reasons for these problems lie in both institutional text and implementation;besides,it is necessary to focus on system construction and implementation,and conduct research on continuous optimization for the construction and protection of facilities.Based on literature research and field research,this paper analyzes the connotation of the construction and protection system of public cultural facilities,summarizes the achievements and problems in the implementation of the system,and puts forward ideas for improvement,that is,in the future,expanding the types of facilities according to local conditions,improving the standards of facilities,strengthening public consultation for the site selection of facilities,strictly implementing the e-quipment with public cultural services facilities in newly built,rebuilt,and expanded residential quarters,improving the rules for demolition facilities,establishing a stable public cultural service facility renewal mechanism,improving supervision over execution,to promote the construction and protection of public cultural facilities.47 refs.
