摘　　要：深刻把握习近平关于全面深化改革重要论述的精髓,需要围绕并聚焦全面深化改革总目标。全面深化改革总目标的核心要义,可提炼概括为“制度现代化”。全面深化改革总目标是两句话构成的整体。前一句“完善和发展中国特色社会主义制度”,讲的是制度现代化的正确方向与根本原因;后一句“推进国家治理体系和治理能力现代化”,讲的是制度现代化的实质内涵与鲜明指向。制度现代化是生产关系与上层建筑的现代化,旨在为建设现代化强国、实现党和国家长治久安提供坚强的制度支撑。制度现代化最重要的是基于社会主义市场经济体制的“政经体制”的现代化,最关键的是把社会主义制度优势和市场经济体制优势相结合。制度现代化与全面建设社会主义现代化国家是同步且同构的,将贯穿中国式现代化全过程。To deeply grasp the essence of Xi Jinping's important exposition on comprehensively deepening reform,it is necessary to focus on the overall goal of deepening the reform comprehensively.The core essence of the overall goal of deepening the reform comprehensively can be summarized as“institutional modernization”.The overall goal of deepening the reform comprehensively is formed by two sentences.The former sentence,“improving and developing the socialist system with Chinese characteristics”,refers to the correct direction and fundamental reasons for institutional modernization;the latter sentence,“promoting the modernization of the national governance system and governance capacity”,refers to the substantive connotation and clear orientation of institutional modernization.Institutional modernization is the modernization of the relations of production and superstructure,aiming to provide strong institutional support for building a modern and powerful country and realizing the long-term governance and stability of the Party and the country.For institutional modernization,the most important things are the modernization of the“political and economic system”based on the socialist market economy system,and the combination of the advantages of the socialist system and the market economy system.The institutional modernization and comprehensive construction of a modern socialist country are synchronized and homogeneous,and will run through the entire process of Chinese-style modernization.
