我国预防流动人口未成年人犯罪存在的问题及对策--以“1.20”案件为例

摘　　要：预防流动人口未成年人犯罪是事关青少年健康成长和培养合格接班人的大事。然而我国预防流动人口未成年人犯罪实践中,在防范未成年人逃学缀学、非法就业、单独居住以及不良行为教育矫正、重新犯罪等方面存在工作不到位或推诿扯皮的问题。诱发这些问题的因素有思想认识不重视、组织协调不到位及监督检查不落实等。做好预防流动人口未成年人犯罪工作需提高思想认识、健全组织协调机制、制定专门规划、开展专项整治等。The prevention of juvenile delinquency among floating population is crucially related to the healthy growth of young people and the cultivation of qualified successors.However,in the practice of preventing juvenile delinquency committed by floating population in China,there are some problems in preventing minors from skippingor dropping out of school,illegal employment,living alone,correction of bad behaviors,and recidivism.The factors that trigger these problems include lack of attention,inadequate organization and coordination,and lack of supervision and inspection.To prevent juvenile delinquency among floating population,we need to better understand the importance of this task,perfect the organization and coordination mechanism,formulate special plans,and carry out special campaigns concerning the matter.
