图们江区域国际合作开发历史考察

摘　　要：图们江地区国际合作开发项目于20世纪90年代启动。30多年来,该项目虽然取得了一定进展,但距最初预期还有很大距离。中国一直是图们江区域国际合作开发项目的积极推动者,希望通过该区域合作开发提高东北边境的对外开放水平,进而实现中国全方位的对外开放格局,并打通中国沿图们江到日本海的出海权。在经济全球化大背景下,国际社会区域经济一体化进程发展迅速,而图们江区域经济合作进展相对缓慢,区域内复杂的国际环境是影响和制约图们江区域国际合作开发进一步发展的主要原因。The international cooperative development project in the Tumen River region was launched in the 1990s.It is still a long way to go from the initial expectations although progress has been made over the past 30 years.China has been an active promoter of the project with the aim of improving the opening-up of the Northeastern border and then realizing the all-round opening-up to the world and obtaining the access to the Sea of Japan.In the context of economic globalization,the progress of Tumen River regional economic cooperation is relatively slow when compared with the rapid development of regional economic integration of the international community.The complex international environment in this region is the main cause which affects and restricts the further development of the Tumen River regional international cooperation.
