纳米比亚油气工业状况与财税条款分析

摘　　要：纳米比亚作为“一带一路”国家,与中国保持着良好的贸易关系。2022年,道达尔能源在纳米比亚获得世界级发现,居当年全球发现首位。风险勘探是国际石油公司获取低价优质资源的重要方式,也是快速成长实现企业资产价值保值和增值的重要途径。对于国际石油公司而言,纳米比亚海上油气勘探前景极佳。目前,进入纳米比亚油气行业不需要签字费、开发贡金以及其他贡金,整体来看财税条款具有较强的竞争力。中国石油公司要把握契机,入手纳米比亚优质区块,进一步加强风险勘探,夯实中非油气国际产能合作基础。As a country under the Belt and Road Initiative,Namibia has maintained good trade relations with China.In 2022,Total Energy made a world-class discovery in Namibia,topping the list of global discoveries that year.Risk exploration is an important way for international oil companies to obtain low price and high quality resources,and it is also an important way to maintain and increase the value of enterprise assets.Namibia’s offshore oil and gas prospects are excellent for international oil companies.Currently,entry into Namibia’s oil and gas industry does not require a signature fee,development tribute or other tribute.Overall,the financial and tax provisions are highly competitive.It is suggested for Chinese petroleum enterprises seize the opportunity to acquire high-quality blocks in Namibia,further strengthen risk exploration,so as to consolidate the foundation of China-Africa oil and gas cooperation in international production capacity.
