摘 要:为了客观准确评价大型灌区节水改造项目的实施效果,将大型灌区节水改造实施效果分为优秀(Ⅰ)、良好(Ⅱ)、中等(Ⅲ)和较差(Ⅳ)4级,选取建设过程规范程度、建设任务及投资完成程度、实现效益、管理与改革和灌区可持续发展5个一级指标、12个二级指标和35个三级指标,构建了大型灌区节水改造实施效果的综合评价指标体系.采用博弈论综合赋权法计算评价指标的组合权重,建立了大型灌区节水改造项目实施效果综合评价云模型.以湖北省某大型灌区节水改造项目为例进行实例验证,得到了该灌区综合评价结果对于优秀的隶属度为0.5316,表明该灌区节水改造实施效果综合评价为优秀,评价结果与灌区实际情况基本一致,且该模型的评价结果更加科学准确,可为大型灌区节水改造项目建设和管理提供依据.In order to objectively and accurately evaluate the implementation effect of water-saving reno-vation projects in large-scale irrigation areas,the implementation effects of water-saving renovation projects in large-scale irrigation areas were divided into four grades:excellent(Ⅰ),good(Ⅱ),mode-rate(Ⅲ)and poor(Ⅳ).There were 5 first-level indicators,12 second-level indicators and 35 third-level indicators for the degree of standardization,construction tasks and investment completion,realization of benefits,management and reform,and sustainable development of irrigation districts.A comprehensive evaluation index system for the implementation effect of water-saving transformation in large-scale irrigation areas was established.A comprehensive evaluation cloud model for the implementation effect of large-scale water-saving renovation projects in irrigation areas was established by using the game theory comprehensive weighting method to calculate the combined weight of evaluation indicators.Taking a large-scale irrigation area water-saving renovation project in Hubei Province as an example,it is verified that the comprehensive evaluation result of the irrigation area has a membership degree of 0.5316 for excellent.It shows that the comprehensive evaluation of the implementation effect of water-saving transformation in the irrigation district is excellent,and the evaluation result is basically consis-tent with the actual situation of the irrigation district,and the evaluation result of the model is more scientific and accurate,which can provide a basis for the construction and management of large-scale water-saving transformation projects in the irrigation district.
