摘 要:以2019年为基准年,采用自下而上统计法建立江苏省内河船舶(不含长江)大气污染物排放清单,系统分析船舶排放特征,并与2014年排放清单成果进行比较,在此基础上结合既有政策措施现状提出江苏省内河船舶大气污染物防治对策.研究表明:2019年江苏省内河(不计长江)船舶NO_(x)、PM_(10)、PM_(2.5)、SO_(2)、CO、HC排放量分别为38042.80、2884.23、2539.68、38.10、2461.80以及1116.31 t;与2014年船舶排放特征相似,干货船是大气污染物排放贡献最大的船舶类型,200~600吨位范围的船舶大气污染物排放贡献最大,船舶各种主机工况中“正常航行工况”排放贡献最大,内河船舶排放受时间影响较小,航道上运行船舶的大气污染物排放贡献最大;由于江苏省干线航道“两纵五横”的规划与建设,船舶在航道上的排放分布有所分散,船舶排放贡献较大的航道由2014年单一的京杭运河江苏段拓展至多条航道;受使用低硫燃油的政策影响,SO_(2)、颗粒物排放量较2014年均有大幅度下降,分别下降约98%、30%;由于内河船舶船型标准化、部分船舶使用低压岸电等措施,其余污染物排放量较2014年略有下降,降低约8%;内河船舶大气污染物的防治可从全面提升船舶燃油标准、进一步推行低压岸电技术、进一步推行内河船舶船型标准化、提高船舶发动机大气污染物排放准入水平、采用船舶尾气末端治理技术等多角度综合考虑.Based on 2019,an air pollutants emission inventory of inland vessels(excluding the Yangtze River)in Jiangsu Province was established by using bottom-up statistical method.The emission characteristics of inland vessels in 2019 was systematically analysed and compared to the emission inventory in 2014.Finally,combining with existing policies and status,the prevention countermeasures for air pollutants emitted from inland vessels were proposed.The results showed that the emissions of NO_(x),PM_(10),PM_(2.5),SO_(2),CO and HC from inland vessels in Jiangsu Province were 38042.80,2884.23,2539.68,38.10,2461.80 and 1116.31 t,respectively.Similar to the emissions characteristics of vessels in 2014,the dry cargo vessel was the largest emission source of air pollutants,and the vessels with gross tonnage between 200 and 600 tons had the greatest contribution to air pollutants emission.The vessels under normal navigation also had the greatest contribution to air pollutants emission.The air pollutants emission of inland vessels was less affected by time,and the vessels shipping on fairway made the greatest contribution to air pollutants emission.Due to the planning and construction of"two vertical and five horizontal"of main channel in Jiangsu Province,the pollutant emission of vessels on the channel displayed a dispersed distribution,and the channel that significantly contributed to vessel air pollutants emission has expanded from a single Jiangsu Beijing-Hangzhou canal in 2014 to multiple channels.Affected by the policy of using low-sulfur fuel,the emissions of SO_(2) and particulate matter dropped significantly compared to those in 2014,reaching about 98%and 30%,respectively.Due to the measures such as standardization of inland vessels and use of low-voltage shore power,the emissions of other pollutants decreased slightly by 8%compared to those in 2014.Finally,the prevention and control of air pollutants from inland vessels could be considered from multiple perspectives,such as comprehensively improving fuel standards of ve
