摘  要:推进区域协调发展、重塑城市竞争格局对提高黄河流域资源配置效率至关重要。在考虑水资源支撑能力和非期望产出的基础上,运用SE-SBM模型测算黄河流域城市水资源利用效率,并以此探讨地方政府竞争对水资源利用效率的影响。结果表明:地方政府引资竞争显著提升水资源利用效率,而财政竞争则显著降低水资源利用效率;机制分析表明引资竞争通过产业结构升级提高水资源利用效率,而财政竞争使地方政府大量出让居住用地,拉高城镇居民用水量的同时扩大了水资源投入。提出三方面政策建议:一是依托内陆开放与国内大循环提升水资源集约节约利用,二是推动产业结构转型升级,三是推进黄河流域城市财政支出结构性改革。Promoting regional coordinated development and rebuilding city competition structure are critical important to improve the resource allocation efficiency in the Yellow River Basin.Based on the consideration of water capability and unexpected output,the SE-SBM model is used to explore the impact of inter-jurisdiction competition on water use efficiency.The results show that inter-jurisdiction competition for foreign capital significantly improves water use efficiency,while fiscal competition under the decentralized system significantly alleviates water use efficiency;mechanism analysis shows that competition for foreign capital improves water resources utilization by upgrading industrial structure,while fiscal competition results in local government's transformation of civil land,and increasing civil water use and water resource input.Three kinds of policy recommendations are proposed:improving the concentrated utilization of water resource based on the inland opening-up policy and internal great cycle,promoting transformation and upgrading of the industry structure,and promoting the structural reform of fiscal expenditures in the Yellow River Basin cities.
