摘　　要：公益林生态补偿制度对保护森林资源、建设生态文明具有重大意义,现行法律法规中虽存在大量的关于公益林生态补偿的规定,但长期缺少系统化的法律制度规范,存在着补偿方式单一、补偿标准不合理等不足。为了更好地实现其保护森林、改善生态环境的制度价值,需要尽快建立一套行之有效的系统化的法律规范体系,创新政府补偿方式,引入市场化补偿方式,确定科学的补偿标准,用法律手段保障公益林生态补偿制度的运行,实现人与自然的和谐共生。The ecological compensation system of public welfare forest is of great significance to the protection of forest resources and the construction of ecological civilization.Although there are a large number of provisions on ecological compensation of public welfare forest in the current laws and regulations,there is a lack of systematic legal system for a long time,and there are shortcomings such as single compensation method and unreasonable compensation standard.In order to better implement the system value of forest protection and improve the ecological environment,it is necessary to establish an effective and systematic legal norm system as soon as possible,innovate government compensation methods,introduce market-oriented compensation methods,determine scientific compensation standards,use legal means to ensure the operation of the ecological compensation system for public welfare forests,and achieve harmonious coexistence between humans and nature.
