摘　　要：按疾病诊断相关分组(DRG)支付方式改革是一项涉及多层级、多维度以及医疗、医保、患者等多方协作的系统工程。以霍恩-米特模型为框架,从DRG支付方式改革的政策目标、政策资源、协同执行、执行机构特征、执行者价值取向以及社会环境等6个维度,在文献分析、咨询调研的基础上,阐述分析安徽省DRG支付方式改革推行情况、改革举措以及重点、难点问题;同时从一体化设计、数据治理与信息平台、医院精细化管理等方面进行探讨,为构建区域性DRG政策设计和实施路径提供策略参考。DRG payment fee reform is a systematic project involving multi-level,multi-dimensional and multiparty cooperation,such as medical,medical insurance and patients.Based on the Horne-Mitt model,it expounds and analyzes the implementation,reform measures and key and difficult points of DRG collection and payment method reform in Anhui Province from the policy objectives,policy resources,collaborative implementation,characteristics of executing agencies,value orientation of executors and social environment of DRG reform,based on literature analysis,consultation and research,and from the aspects of integrated design,pricing and payment mechanism,data governance and information platform.To explore the fine management of the hospital,so as to provide strategic reference for the construction of regional DRG policy design and implementation path.
