价值医疗视角下妇产专科医院卫生技术评价指标体系的构建研究

摘　　要：目的随着医疗机构在医疗技术准入和管理中的责任和地位逐渐提高,旨在构建妇产专科医院卫生技术评价指标体系为医院管理者提供可量化的客观评价工具。方法邀请17名资深专家作为函询对象,通过文献法及小组讨论初步建立妇产专科医院卫生技术评价指标条目池,基于层次分析法确定各级评价指标的权重,最终构建一套包括7个一级条目、26个二级条目的妇产专科医院医疗新技术评价指标体系。结果共经过3轮专家咨询,其中权威系数0.81、积极系数0.95,前2轮咨询的协调系数分别为0.448和0.698,各级评价指标均符合一致性检验要求。结论该评价指标体系有一定的科学性和可靠性,有利于完善医疗技术循证决策管理机制,提升医院精细化管理水平,有待实践中进一步验证。Objective As the responsibility and status of medical institutions in health technology access and management gradually increases,the construction of a health technology evaluation index system for maternity specialized hospitals provides quantifiable and objective evaluation tools for hospital managers.Methods 17 senior experts were invited as respondents,and a pool of medical technology evaluation indexes for maternity hospitals was initially established through literature method and group discussion,and the weights of indexes at all levels were determined based on hierarchical analysis to finally construct a set of medical technology evaluation index system for maternity hospitals,including 7 first-level entries and 26 second-level entries.Results It went through three rounds of expert consultation,in which the authority coefficient was 0.81,the positive coefficient was 0.95,and the coordination coefficients of the first two rounds were 0.448 and 0.698,respectively,and the indicators at all levels met the requirements of the consistency test.Conclusion The index system has a certain degree of scientificity and reliability,which is conducive to improving the evidence-based decision-making management mechanism of medical technology and enhancing the level of hospital refinement management,pending further verification in practice.
