面向冬奥的京张高速铁路票务管理应急方案研究

摘　　要：北京2022年冬奥会和冬残奥会是三赛区联动,以高速铁路为主要运输方式的冬季奥运盛会,且恰逢我国春运运输,针对冬奥运输和春运运输期间可能遇到的冰雪大风以及比赛时间延时、调整和变更等异常情况,从列车超员、列车车底变更、列车中止运行、列车晚点应急等应急场景分析,研究适应于铁路局集团公司、车站和列车客运人员以及冬奥多元旅客购票、乘车、乘后全流程的铁路票务管理应急模型、应急处置流程和应急功能。应急方案的研究有助于提升冬奥期间铁路客运服务质量和应急反映能力,以及应急状态下旅客乘车服务体验和满意度,并为后奥运时代以铁路为主要运输通道的大型跨区域赛事提供铁路票务应急处置的解决方案。The Beijing 2022 Olympic and Paralympic Winter Games are two grand events of the Winter Olympics with the linkage of three regions.The main transportation mode is high speed railway,which coincides with China’s Spring Festival transportation.Abnormal situations including the snow and ice,gale,and the delay,adjustment and change of the competition time may be encountered during the Winter Olympics and Spring Festival transportation.Given this,emergency scenarios such as train overcrowding,train undercarriage alteration,abort operation,and delay emergency were analyzed.On this basis,the railway ticketing management emergency model,emergency handling process,and emergency function were studied,which are suitable for the group,stations,train passenger transport personnel,and the whole process of ticket purchase,ride and after-ride for multiple passengers of the Winter Olympics.The research on the emergency plan is helpful to improve the quality of railway passenger transport service and emergency response ability during the Winter Olympics,as well as the passenger ride service experience and satisfaction under emergency conditions.It provides a railway ticketing emergency solution for large-scale trans-regional events with the railway as the main transport channel in the post-Olympic era.
