北京城市交通与铁路专用线资源利用对策研究

摘　　要：铁路专用线的利用与再生是提升城市管理水平、促进城市可持续发展的重要课题,从“存量挖潜”的角度对北京铁路专用线资源进行筛查,总结专用线分布特点及存在问题。在梳理国内外铁路既有铁路利用案例的基础上,结合宏观政策导向以及北京城市交通发展的具体需要,指出专用线资源与城市需求之间主要存在“廊道之争”以及“供需不匹配”的矛盾,提出利用铁路专用线作为城市公共交通“新”载体以完善区域交通,以及作为城市基础设施配套资源为市域(郊)铁路发展、城市绿色物流体系构建提供保障的利用策略,并分别对国华热电厂专用线、华能电厂专用线以及专用线资源较为丰富的场站发展城市物流提出了初步建议,为北京市利用铁路专用线解决城市交通问题提供参考。The utilization and regeneration of dedicated railway lines are important issues to improve the level of urban management and promote the sustainable development of cities.Hence,this paper focused on the dedicated railway line resources in Beijing from the perspective of“exploiting the potential of the resource”and summarized the distribution characteristics and existing problems of the dedicated railway lines in Beijing.By analyzing railway resource utilization cases in China and abroad and considering the macro policy guidance and the specific needs of urban transportation development in Beijing,this paper pointed out that there are two main contradictions between dedicated line resources and urban demand,which are“the location of contradictions”and“the mismatch between supply and demand”.The paper also put forward the utilization strategies of making the dedicated railway lines as the new carriers of urban public transportation to improve regional transportation or as the supporting resources of urban infrastructure to guarantee the development of suburban railways and the construction of urban green logistics systems.In addition,the paper proposed the preliminary suggestions for the dedicated railway lines of Guohua Thermal Power Plant,Huaneng Power Plant,and railway freight yards with rich dedicated railway line resources,which provided a reference for using dedicated railway lines to solve urban traffic problems in Beijing.
