城市轨道交通运营安全应急能力水平提升的激励研究

摘　　要：为了提升运营企业对安全应急能力持续提升的投入动力,保证城市轨道交通能够在日益复杂多变的环境中应对新的风险挑战,从企业的安全社会责任意识内生动力角度考虑,构建基于城市轨道交通运营安全应急能力提升的激励模型,并以福州地铁为例进行仿真计算分析。结果表明:在考虑安全社会责任意识的内生动力情况下,运营企业的安全社会责任度与运营企业的安全应急能力提升的努力程度成正比;当安全社会责任度较大时,运营企业的应急风险偏好表现为风险喜好型,其提升应急能力的努力程度与绝对风险规避度成正比,企业表现为对主动提升应急能力的主观意愿越来越强,对敢于承担应急风险的积极性越高,且对积极控制事故的发展态势具有促进作用,减少事故损失。Operational enterprises’efforts in the continuous improvement of safety emergency response capabilities should be stepped up,and urban rail transit enterprises should be able to tackle new risks and challenges in an increasingly complex and changeable environment.To this end,from the perspective of the endogenous motivation of enterprises’sense of social responsibility in safety,this paper built the incentive model of improving emergency response capabilities and took Fuzhou Metro as an example to conduct simulation calculation analysis.The results show that under the situation of considering the social responsibility awareness in safety,operational enterprises’social responsibility degree in safety is proportional to the efforts of improving their emergency capability.When the social responsibility degree in safety is greater,the enterprises’emergency risk preference is risk-loving,and the efforts to improve emergency response capabilities are proportional to the absolute risk aversion degree.The enterprises’subjective willingness of taking the initiative to improve their emergency response capabilities is becoming stronger and stronger,and their enthusiasm for daring to take emergency risks is higher,which exerts a positive effect on controlling the development trend of accidents and is conducive to reducing accident losses.
