摘　　要：《TSGN 0001-2017场(厂)内专用机动车辆安全技术监察规程》对叉车的适用范围进行了明确,并在设计、制造、使用、检验等方面提出了框架性要求。护顶架是一项重要的叉车安全保护与防护装置。针对托盘堆垛车是否需要设置护顶架进行分析和探讨,以特种设备安全技术规范和相关标准为基础,从术语解释入手,理清乘驾式车辆和步驾式车辆的区别,从安全角度出发提出整改措施。结合工作实际和行业特点,就保障设备安全运行,持续完善叉车检验工作的安全性、完整性,提出建立以安全为核心的标准体系建议。TSG N0001—2017 Special Purpose Motor Vehicles in Defined Fields Safety and Technical Supervision Regulation clarifies the scope of application of forklift trucks and puts forward framework requirements in terms of design,manufacture,use and inspection.The overhead guard is an important safeguarding and protective device for forklift trucks.The necessity of setting an overhead guard for a pallet stacker is analyzed and discussed.Based on the safety technical specifications and relevant standards on special equipment,the difference between ride-on vehicles and walk-in vehicles are clarified by explanation of terms,and corrective measures are proposed from the safety perspective.Finally,combined with the actual work and industry characteristics,the construction of a safety-centered standard system is recommended toensure the safe operation of equipment and continuously improve the safety and integrity of forklift truck inspection,which further enhances China’s discourse power in the field of international standardization in forklift truck industry while avoiding the emergence of controversial issues.
