基本公共服务能巩固拓展脱贫攻坚成果吗?——来自CSS 2019数据的证据  

Can Basic Public Services Consolidate and Expand the Achievements in Poverty Alleviation?Evidence From Chinese Social Survey 2019(CSS2019)

摘　　要：巩固拓展脱贫攻坚成果是扎实稳步实现全体人民共同富裕的重点所在。采用2019年中国社会状况综合调查(CSS)数据,借助期望贫困脆弱性(VEP)概念,利用Logit回归分析方法实证检验基本公共服务对农户贫困脆弱性的影响效应及其作用机制。研究表明:以农村居民人均可支配收入中位数的40%为基准,未来农户返贫的平均概率为9.7%;基本公共服务显著抑制了农户贫困脆弱性,有效发挥了防贫作用;基本公共服务通过提高家庭受教育程度和降低家庭健康风险两条路径起到防贫作用。因此,新发展阶段应重视农村防返贫问题,构建贫困脆弱性动态监测预警机制,完善多层次教育体系及多元化保障措施,以积累提升个人及家庭人力资本,规避返贫风险,进而巩固拓展脱贫攻坚成果。Consolidating and expanding the achievements in poverty alleviation is the focus of solidly and steadily realizing the common prosperity of all the people.Using the 2019 data from Chinese Social Survey(CSS),and with the help of Vulnerability as Expected Poverty(VEP),the Logit regression analysis method was used to empirically test the effect and mechanism of basic public services on the poverty vulnerability of rural households.The results show that based on 40%of the median per capita disposable income of rural residents,the average probability of rural households falling back into poverty in the future is 9.7%.Basic public services significantly curb the poverty vulnerability of rural households and effectively exert the effect of poverty prevention.Basic public services work against poverty by improving family education and reducing household health risks.The study believes that in the new stage of development,we should pay attention to the problem of preventing rural poverty from falling back,build a dynamic monitoring and early warning mechanism for poverty vulnerability,improve a multi-level education system and diversified safeguard measures to accumulate and improve personal and family human capital,avoid the risk of falling back into poverty,and consolidate and expand the achievements in poverty alleviation.
