摘　　要：为进一步规范浙江省疾病预防控制(疾控)机构试剂耗材采购管理,推进清廉卫生建设,浙江省疾控中心于2019年建立浙江省疾控机构试剂耗材采购平台。该平台基于SaaS、PaaS、IaaS三层架构,提供模块化门户网站服务,主要功能包括采购预算管理、采购计划管理、订单管理、竞价管理、合同管理、履约验收和支付管理,操作简单、安全实用。平台于2020年初投入使用,在提高采购效率、节约管理成本、降低内控风险、助力新型冠状病毒感染疫情防控方面发挥了作用,可为今后疾控机构加强采购管理、提升实验室能力提供参考。To further standardize the procurement management of reagents and consumables in disease control and pre⁃vention institutions in Zhejiang Province and facilitate incorruptible health building,the procurement management for re⁃agents and consumables in Zhejiang disease control and prevention institutions was created by Zhejiang Provincial Cen⁃ter for Disease Control and Prevention in 2019.Based on three-layer architecture of SaaS,PaaS and IaaS,this plat⁃form,which is easy to perform,safe and practical,provides modular portal website services,and its main functions in⁃clude procurement budget management,procurement plan management,order management,bidding management,contract management,execution-of-contract and acceptance,and payment management.This platform,which was initiated to be run on early 2020,was found to be improve the procurement efficiency,safe management costs,reduce the internal con⁃trol risk,and facilitate the containment of COVID-19,which may provide the support to improving procurement manage⁃ment and laboratory capability in disease control and prevention institutions.
