基于集聚度和数据包络的全国中医医院卫生资源配置公平和效率分析

摘　　要：[目的]对我国2012-2020年中医医院卫生资源配置的公平性和效率进行评价和比较,并提出改进措施和建议,为进一步优化全国中医医院卫生资源配置提供参考。[方法]利用HRAD和DEA-Malmquist指数对我国2012-2020年中医医院卫生资源配置的公平性和效率进行多角度分析。[结果]2020年全国中医医院卫生资源集聚度和HRADi/PADi比值分别为0.034~18.885和0.268~2.366;2012-2020年全国中医医院卫生资源集聚度和HRADi/PADi比值分别为0.662~1.343和0.677~1.314;2020年全国中医医院卫生资源配置的规模效率的平均值为0.949,全国共有25个省(市、区)为非DEA有效状态;2012-2020年全国中医医院卫生资源配置的全要素生产率均值为0.979。[结论]我国中医医院卫生资源配置公平性不断提高,人口公平性优于地理公平性;中医医院卫生资源配置效率较低,规模和结构有待优化;地区间中医医院卫生资源配置的公平和效率有差异。Objective This paper evaluates and compares the fairness and efficiency of allocation of health resource in traditional Chinese medicine hospitals(TCM hospitals)from 2012 to 2020,so as to put forward improvement measures and suggestions,and to provide basis for further optimizing the allocation of health resource in traditional Chinese medicine hospitals in China.Methods HRAD and DEA-Malmquist index were used to analyze the fairness and efficiency of allocation of health resource in TCM hospitals from 2012 to 2020.Results In 2020,the agglomeration degree of health resources and HRADi/PADi ratio of TCM hospitals in China were between 0.034-18.885 and 0.268-2.366 respectively.From 2012 to 2020,the agglomeration degree of health resources and HRADi/PADi ratio of TCM hospitals in China were 0.662-1.343 and 0.677-1.314 respectively.In 2020,the mean value of scale efficiency of allocation of health resource of TCM hospitals in China was 0.949.Twenty-five provinces(cities and districts)in China were in non-DEA effective state.The mean value of total factor productivity of allocation of health resource of TCM hospitals in China was 0.979 from 2012 to 2020.Conclusions The equity of allocation of health resources in TCM hospitals is constantly improving,and the equity of population is better than that of geography.The allocation efficiency of health resources in TCM hospitals is low,and the scale and structure need to be optimized.There are differences in the equity and efficiency of allocation of health resource among TCM hospitals in different regions.
