摘　　要：进入后扶贫时代,巩固前期脱贫成果、防止农户返贫既是相对贫困治理工作重点,又是实现乡村振兴战略的关键。“贫困脆弱性”可被用来反映家庭未来陷入贫困的可能性,基于此视角研究西藏农牧民返贫风险治理问题具有重要的学术价值和现实意义。研究发现,目前,西藏农牧民返贫风险治理工作仍存在诸多难点亟待解决:多重不利环境因素依然存在、贫弱农牧民存在着较深贫困因素、多元主体协同治理不足等。为此,建议建立西藏农牧民返贫风险治理应对机制:建立返贫风险动态监测机制、完善返贫风险治理帮扶机制、优化返贫风险治理环境、严格监督考核机制。In the post-poverty alleviation era,consolidating the achievements of poverty alleviation in the early stage and preventing farmers from returning to poverty are not only the focal points of the relative poverty control,but also the key to the rural revitalization."Poverty vulnerability"can be used to reflect the possibility of families reducing to poverty in the future.In view of this,studying the risk management of Tibetan farmers and herdsmen returning to poverty has important academic value and practical significance.It is found that currently there are still many difficulties to be solved in the risk management of Tibetan farmers and herdsmen returning to poverty:the existing of multiple unfavorable environmental factors,deep-seated poverty factors of poor and vulnerable farmers and herdsmen,and insufficient multi-subject cooperative governance.Therefore,it is suggested that a risk management mechanism should be established to prevent Tibetan farmers and herdsmen from returning to poverty,and a dynamic monitoring mechanism as well.It is also necessary to improve the risk management and assistance mechanism,optimize the risk management environment,and strictly supervise and assess the mecha⁃nisms.
