农业水价综合改革在潇河灌区中的应用

摘　　要：以潇河灌区为例,针对潇河灌区现状存在的问题,确定农业水价综合改革项目的主要任务,并分析改革成效,为相似灌区的可持续发展提供了可推广、可复制的实践经验。本次农业水价综合改革的措施包括:农业用水总量控制与定额管理、农业水权分配、用水户协会的建设、末级渠系维修养护、现状农业水价核定、奖励机制的建立等。Taking Xiaohe Irrigation District as an example,aiming at the existing problems in the current situation of Xiaohe Irrigation District,the main tasks of the comprehensive reform project of agricultural water prices were determined,and the reform results were analyzed.The results could provide practical experience that can be popularized and replicated for the sustainable development of similar irrigation districts.The measures for this comprehensive reform of agricultural water prices include:total agricultural water consumption control and quota management,allocation of agricultural water rights,construction of water user associations,maintenance of end-canal systems,verification of current agricultural water prices,establishment of incentive mechanisms,etc.
