摘　　要：中印两国携手共建共享中印安全共同体,对于缓和两国关系、维护区域安全稳定乃至共创“亚洲世纪”与“世界未来”都具有重要意义。传统安全共同体理论和国际共生思想、中印文明互鉴的价值基础及互惠互利的现实需求和非传统安全合作的实践经验等,为新形势下中印安全共同体构建提供了思想指导与可行条件。但是,由于印度对中国存有信任缺失与认同危机,并从海陆双向对中国采取了诸多制衡举措,给中印安全共同体构建带来诸多现实挑战。未来,中印两国需要通过文化交流凝聚价值共识,以战略互信促进互利共赢,以制度规范制订优化框架设计,以非传统安全合作为突破口,并逐渐拓展中印安全合作的领域和范围,丰富中印安全共同体构建的内容,才能为增进中印关系和破解中印安全困境、维护区域安全稳定贡献中印两国的思想智慧与实践方案。China and India join hands to build and share a Sino-Indian security community,which is of great significance for easing relations between the two countries,maintaining regional security and stability,and even co-creating an“Asian Century”and“World Future”.The theoretical basis of the traditional security community and international symbiosis theories,the value basis of mutual learning between Chinese and Indian civilizations,the practical needs of China and India for mutual benefits and the practical experience of security cooperation in related fields all provide the ideological guidance and feasible conditions for the construction of the Sino-Indian security community under the new situation.However,because India lacks trust in China and faces its identity crisis with China,it has adopted quite a few restraints on land and at sea against China,which poses many practical challenges to the construction of the Sino-Indian security community.In the future,China and India should build value consensus through cultural exchanges,promote win-win situations with strategic mutual trust,optimize the framework design through the formulation of institutional norms,take non-traditional security cooperation as a breakthrough to promote the construction of the Sino-Indian security community,and gradually expand the field and scope of Sino-Indian security cooperation so as to provide the practical wisdom and solutions of both countries for improving Sino-Indian relations,solving Sino-Indian security dilemmas,enriching the implications of the construction of the Sino-Indian security community,and maintaining regional security and stability.
