摘　　要：作为数字经济时代的底层支撑,集成电路在国际大国竞争的背景下越来越具有战略性质。在中美战略博弈、新冠疫情和地缘政治环境变化等多重因素叠加作用下,实现集成电路产业的供应链安全和弹性成为各方竞争的焦点。针对国际和国内新形势深刻演变,推进我国集成电路产业高质量发展,成为新时期的鲜明主题。本文研判新时期我国集成电路产业面临的新形势,并从形势认知、产业协同、组织机制、产业人才、政策效用等方面对当前推进我国集成电路产业高质量发展亟待突破的关键问题进行了深入研究和分析,旨在为新时期我国集成电路产业高质量发展的政策制定和完善,包括重要举措和策略的形成提供参考。As the underlying support of the digital economy era,integrated circuits are becoming more and more strategic in the context of competition among international powers.Under the superimposed effects of multiple factors such as the strategic game between China and the United States,the new crown epidemic,and changes in the geopolitical environment,realizing the security and resilience of the supply chain of the integrated circuit industry has become the focus of competition among countries.In response to the profound evolution of the new international and domestic situation,promoting the high-quality development of China's integrated circuit industry has become a distinct theme in the new era.This paper studies and judges the new situation that China's IC industry is facing in the new era,and conducts an in-depth analysis of the key issues that need breakthroughs in promoting the high-quality development of China's IC industry from the aspects of situation awareness,industrial coordination,organizational mechanism,industrial talents,and policy effectiveness.The research and analysis aims to support the measures and strategies to promote the high-quality development of China's integrated circuit industry in the new era.
