摘　　要：[目的/意义]高校智库是中国特色新型智库建设体系的重要组成部分,通过对高校智库的精准定位和分类指导,对有条件的“小微智库”进行建设,有助于高质量高校智库矩阵体系建设的完善。[方法/过程]以具备向智库转型条件的研究基地为基础,提出高校智库中“小微智库”的概念,采取了数据分析、案例分析等方法,通过对某省高校人文社科校外研究基地的分布情况、运行机制以及成果产出情况进行的实证研究,分析了其成果应用现状及其特点。[结果/结论]高校“小微智库”所呈现的研究定位精准性、领域聚焦性、资源调配便利性、供需双方平衡性以及决策咨询契合性等主要特点,有效地提升了高校智库的影响力,是高校智库高质量发展的导向。基于此,从智库的主管部门、依托单位的管理部门以及合作单位的角度对高校小微智库在智库体系建设、机制创新、评价优化和合作方式上提出可持续发展的建议。[Purpose/significance]University think tank is an important component of Chinese new types of think tank construction system.Through precise positioning and classification guidance of university think tank construction,the construction of“small and micro think tanks”with conditions is helpful to improve the matrix system of high-quality university think tanks.[Method/process]Based on the research bases that have the conditions to transform into think tanks,the research puts forward the concept of“small and micro think-tanks”in university think tanks,and adopts data analysis,case analysis and other methods to analyze the distribution,operation and operation of off-campus research bases for humanities and social sciences in universities in a certain province.The empirical research on the mechanism and the output of the results is carried out,and the current situation and characteristics of the application of the results are analyzed.[Result/conclusion]“Small and micro think tanks”in colleges and universities show the main characteristics of accurate research positioning,field focus,convenience in resource allocation,balance between supply and demand,and compatibility of decision-making and consultation,which effectively enhances the influence of college think-tanks and is a high-quality college think tank.development orientation.On this basis,from the perspective of the think tank’s competent department,the management department of the relying unit,and the cooperative unit,it puts forward suggestions on the sustainable development of the think tank system construction,mechanism innovation,evaluation optimization,and cooperation methods for small and micro think tanks in colleges and universities.
