摘　　要：丹江口水利枢纽工程是中国唯一一座分初期工程和大坝加高工程两期建设、正常蓄水位多次抬高、多批次移民、时间跨度长达半个世纪的特大型工程。基于丹江口水库淹没及移民安置特点,围绕妥善安置移民问题,阐述了当时编制规划所面临的问题和挑战,梳理了规划所采取的对策,通过移民安置情况验证了规划对策的前瞻性和合理性,为新时期中国大中型水利水电工程建设征地移民安置规划工作及相关政策制定提供了借鉴。Danjiangkou Hydro-complex is the only large-scale project in China,which is divided into two phases:the preliminary project phase and the dam heightening project phase.It has raised the normal water level for many times,and has many batches of immigrants.The time span is as long as half a century.Based on the characteristics of Danjiangkou Reservoir flooding and resettlement of migrants,this paper expounded the problems and challenges faced in the process of planning at that time,focused on how to properly settle the migrants,and summarized the countermeasures adopted in the planning.The prospective and rational nature of the planning response was verified by the resettlement situation.It provides useful reference for the planning of land expropriation and resettlement and the formulation of relevant policies for the construction of large and medium-sized water conservancy and hydropower projects in China in the new era.
