区域共同富裕视角下新发展格局指标体系构建与评价

摘　　要：新发展格局要解决当前中国经济增长中区域经济发展不平衡的问题,构建新发展格局指标体系能够为提升经济发展格局和区域共同富裕提供指标参考。文章基于内循环效率、外循环深度和双循环协同能力构建双循环测度指标体系,利用半参数动态面板空间滞后模型对新发展格局与区域共同富裕的关系进行实证检验,以此作为评价标准形成了新发展格局指标体系。研究发现:经济发展格局中内循环为主、外循环赋能、双循环相互促进的关系已经基本形成,内循环效率提升对促进区域共同富裕发挥主要作用,经济外循环水平较低和经济发展过度依靠外循环带动都不利于促进区域共同富裕,内外循环互促性在低水平和高水平两个协同区间内均能促进区域共同富裕,当前全国范围内尚未形成内循环具有高效率、双循环高水平协同的新发展格局,提升新发展格局能够缩小区域收入差距,进而促进共同富裕。The new development pattern should solve the problem of unbalanced regional economic development in China’s current economic growth.The construction of the index system of new development pattern can provide index reference for im⁃proving the economic development pattern and regional common affluence.This paper is based on the efficiency of internal circu⁃lation,the depth of external circulation and the synergy ability of dual circulation to construct a dual circulation measurement in⁃dex system,then uses a semi-parametric dynamic panel spatial lag model to empirically test the relationship between the new de⁃velopment pattern and regional common affluence,and finally takes it as an evaluation standard to form a new development pat⁃tern index system.The research findings go as below:In the economic development pattern,the relationship has been basically formed in which the internal circulation is the main one,the external circulation the enabler,and the dual circulation promotes each other.The improvement of the internal circulation efficiency plays a major role in promoting regional common affluence;low level of economic external circulation and excessive reliance on external circulation-driven economic development are not condu⁃cive to promoting common affluence in the region;mutual promotion of internal and external circulation can improve regional common affluence in the two synergistic intervals of low level and high level.At present,a new development pattern with high effi⁃ciency of internal circulation and high-level coordination of double circulation has not been formed nationwide.Upgrading the new development pattern can narrow the regional income gap and promote common affluence.
