五链融合视角下京津冀军民融合产业协同发展研究

摘　　要：在京津冀协同发展和军民融合发展两大国家战略的推动下,京津冀军民融合产业协同发展成为必然选择。京津冀军民融合产业协同发展需要整合北京的科技创新资源、天津的研发转化优势和河北的制造业发展基础,协调政府、高校、科研机构、军工企业和民用企业等多元主体,构建京津冀军民融合产业链、人才链、创新链、资金链和政策链的“五链融合”发展模式,以产业链促进生产合作,以人才链创新合作方式,以创新链构建合作研发平台,以资金链拓展融资渠道,以政策链完善合作机制,提升跨区域军民融合产业持续竞争能力,逐步将京津冀打造成为引领全国、辐射周边的创新发展新高地。Under the promotion of the two national strategies of the coordinated development of Beijing-Tianjin-Hebei and the military-civilian integration development,the coordinated development of the military-civilian integration industry in Beijing-Tianjin-Hebei has become the inevitable choice.The coordinated development of the military-civilian integration industry in Hebei requires the integration of Beijing's resources for scientific and technological innovation,Tianjin's advantages in R&D and transformation,and Hebei’s basis for manufacturing development,to coordinate multiple subjects such as the government,universities,scientific research institutions,military industrial enterprises and civilian enterprises,to construct a“Five-chain Integration”development model of Beijing-Tianjin-Hebei military-civilian integration industrial chain,talent chain,innovation chain,capital chain and policy chain,to promote production cooperation through industrial chain,and to innovate cooperation ways through talent chain,building Cooperative R&D platforms through innovation chains,expanding financing channels through capital chains,improving cooperation mechanisms through policy chains,and enhancing the sustainable competitiveness of cross-regional military-civilian integration industries,Beijing,Tianjin and Hebei will gradually become a leader in the country,radiation around the new heights of innovative development.
