摘  要:宁夏科技资源配置的规模、效率和结构受到其区域经济和社会发展的影响,存在明显的结构性矛盾。从投入-产出的视角,运用DEA-Malmquist模型,对宁夏2015—2019年科技资源配置进行分析发现,2015-2019年宁夏科技资源配置效率呈缓慢上升趋势,且宁夏地区科技创新资源配置效率整体运行效率较高,技术进步指标对全要素生产率指标促进作用更大,宁夏各市中资源配置效率最高的城市为中卫市。基于此,试图找出科技资源配置效率的制约因素,提出合理、有效的科技资源配置优化路径。The scale,efficiency and structure of S&T resource allocation in Ningxia are influenced by its regional economic and social development.From the input-output perspective,using the DEA-Malmquist model,the analysis of Ningxia's science and technology resource allocation in 2015-2019 found that the efficiency of Ningxia's science and technology resource allocation in 2015-2019 showed a slow upward trend,and Ningxia's regional science and technology innovation The overall operational efficiency of resource allocation efficiency is higher and technical efficiency is lower,the technical progress index promotes the total factor productivity index more,and the city with the highest resource allocation efficiency among Ningxia municipalities is Zhongwei.Based on this,we try to find out the contradictory factors that restrict the efficiency of science and technology resource allocation,and put forward reasonable and effective ways to optimize the allocation of science and technology resources.
