四县试点与安徽农业税费改革转折之探析

摘　　要：四县试点是安徽省农业税费改革史上的转折点。1999年,中央和安徽省基于新兴镇再到五河县历次改革的经验,作出在怀远、望江、来安、濉溪四县开展进一步试点的决定。四县试点进一步减轻了农民负担,并从精简乡镇人员机构、清理乡镇债务、改革村提留等方面将农业税费改革深化为农村改革,并为新世纪的新农村建设指明了方向。及至2000年的农业税费改革,安徽省推广四县试点的措施,扩大农民减负的规模,深化农村综合制度改革,建立多级财政扶持体系,取得了显著的经济效益,进一步激发农村经济活力,并印证了四县试点的有效性与创新性。"Four-county pilot"marks a turning point for Anhui Province rural tax and fees reform.In 1999,based on past experiences in Wuhe County,the central government and Anhui Province decided to conduct pilot reform in Huaiyuan,Wangjiang,Laian and Sixi.The"four-county pilot"has eased the agricultural burdens on farmers and facilitated agricultural reform through institutional streamlining in townships,sorting out the township debts and improving village reserve,pointing out the direction for development of new rural area in the new era.Together with the tax fee reform in 2000,the"four-county pilot"has reduced the agricultural burden,deepened the comprehensive reform of agricultural institutions,and established multi-layered fiscal supporting mechanism.The significant economic return and unleashed rural vitality have proven the effectiveness and originality of the"Four-county pilot".
