摘　　要：基于“结构-过程-行动”的分析发现:参与机会结构层面的非均衡分布,受宏观参与机会供给、中观具体制度保障和微观个体获取机会能力的影响,引致民意表达的代表性困境;参与过程层面的沟通话语障碍源于共识机制、中介机制、激励机制的不健全,引致协商不足的共识性困境;机会结构层面的非均衡分布和参与过程层面的沟通话语障碍使得公众政策参与陷入非制度化参与的无序性困境。协商式参与制度化有助于将民意贯通于政策过程的多层、多元协商之中,契合全过程人民民主的理念。Based on the analysis of "structure process action",it is found that the uneven distribution of participation opportunities at the structural level is influenced by macro participation opportunity supply,meso specific institutional guarantee,and micro individual's ability to obtain opportunities,leading to the representative dilemma of public opinion expression;The communication barriers at the level of participation process stem from the inadequate consensus mechanism,intermediary mechanism,and incentive mechanism,leading to the consensus dilemma of insufficient negotiation;The imbalanced distribution of opportunity structure and communication barriers at the participation process level have led to a disorderly dilemma of non institutionalized participation in public policy participation.The institutionalization of consultative participation helps to integrate public opinion into multi-level and diverse consultations in the policy process,in line with the concept of people's democracy throughout the entire process.
