摘 要:福利治理理论和需要理论为提升儿童早期教育服务效果提供了理论指导。当前我国儿童社区早期教育服务存在诸多问题:福利界定方面,儿童早期教育服务内容不明确;福利递送制度方面,缺乏政府宏观政策规划及福利投入;福利递送实践方面,造成了福利不平等且治理机制不完善。为了优化儿童早教服务治理效果,政府制定并细化儿童社区早期教育服务相关政策;构建多元主体协作机制,重视社区和家庭的作用;加强社区早教服务机构建设,着力提升服务质量。Welfare governance theory and need theory provide theoretical guidance for improving the effect of welfare services for children's early education.There are many problems in early childhood education services for children:in terms of the definition of welfare,the content of early childhood education services is not clear;in terms of welfare delivery system,there isa lack of government macro policy planning and welfare investment;In the practice of welfare delivery,it has caused inequality in welfare and imperfect governance mechanisms.In order to optimize the governance effect of early childhood education services,we shouldgive priority to basic needs services for early childhood development and strengthen services for vulnerable children;build a multi-subject cooperation mechanism and attach importance to the role of community and family;strengthen the construction of community early education service.
