互动、信任与整合:乡村基层数字治理的实践机制——杭州市涝湖村案例研究

摘　　要：随着数字化进程的推进,乡村基层治理呈现新的治理形态。本文基于对杭州市涝湖村“鹰眼盯”数字治理模式的案例分析,提炼出乡村基层数字治理的三重实践机制。研究发现:互动是乡村治理不可或缺的组成部分,数字赋能使得乡村基层组织与村民之间的互动朝着互动主体自主化、互动方式技术化和互动内容多样化的方向发展;在传统信任模式逐渐向数字信任模式转变的过程中,乡村基层治理透明性和回应性的提升促进了村民信任重建;整合则是维系社会稳定的动态过程,通过数字赋能,乡村基层实现了空间、结构和数据的再整合。此外,数字技术嵌入也给乡村基层治理带来种种挑战,如数字“负能”、“数字形式主义”、村民数字素养差异以及长效发展困境等。During the process of digitalization,rural governance at the grassroots has taken new forms.Based on the case study on the digital governance model of“Eagle Eye Watch”in Laohu Village,Hangzhou,this paper emodels a 3-level mechanism of digital governance at the grassroots in the rural areas.The study finds that interaction plays an indispensable role in the rural governance,where digital empowerment catalyzes the interaction between the rural grassroots organizations and villagers in the direction of autonomy,technology and diversity.During the gradual change from the traditional trust model to the digital trust model,the transparency and responsiveness of rural grassroots governance accelerate the reconstruction of villagers'trust.Integration is a dynamic process to maintain social stability,and rural grassroots realize the re-integration of space,structure and data through digital empowerment.In addition,embedded digital technology also brings a variety of challenges to rural grassroots governance,such as digital“depowerment”,digital formalism,villagers'digital literacy differences,and the long-term development barriers.
