摘 要:预案的制定与应用是突发公共卫生事件防控中“预防为主”理念的重要体现之一。自2003年非典之后我国卫生应急预案体系开始建设,迄今为止已形成包括总体预案、专项预案、部门预案、地方预案、重点单位预案在内的卫生应急预案体系。我国卫生应急预案体系在体系内部各层级各类别预案协调统一、各司其职;在外部与卫生应急法律体系有效衔接、相互呼应;在预案体系建设和管理方面也逐步规范化。然而,卫生应急预案体系在完善过程中仍存在着一些问题有待解决,如预案启动等问题需要在法律规定中进一步统一和明确;响应等相关概念应在预案体系中得到清晰界定;预案质量和可操作性需要提升;预案培训演练和动态管理需要更明确的规定和更严格的落实。The development and application of the emergency plan is an important aspect of concept“Prevention First”.The development of China's health emergency plan system began from 2003 SARS.By now the system has been established,which includes overall emergency plan,specific emergency plans,department emergency plan,local emergency plan and emergency plan for key units.The health emergency plan system of China has three features:internal coordination and each plan has its own focus;external synergy with the law system;progressively standardized management.However the health emergency system still needs to be improved,such as the plan initiation mechanism;the response system;the operability of plan;the training and drills of plan;and the dynamic management of the plan system.
