摘 要:适应“双碳”目标及农业低碳发展的现实要求,倾力推进农业领域碳排放调控成为抑制农业碳排放总量不断增长的必由之路。但不可忽略的是,顶层设计亟待完善、市场力量参与不足、调控技术短板明显、供应链金融应用不够等对中国农业碳排放调控形成掣肘。鉴于此,应结合美国、巴西、新西兰的调控经验,着力健全农业碳排放调控法律体系,培养市场化调控组织力量,提升调控科技应用水平,优化供应链金融服务机制,以政策创新破解农业碳排放调控的实践困境。Facing the practical requirements for the goals of“peak carbon dioxide emissions and carbon neutrality”and the low-carbon development of agriculture,vigorously promoting the regulation and control of carbon emissions in the agricultural sector has become the only way to curb the continuous growth of total agricultural carbon emissions.What cannot be ignored is that there are many factors such as defects in the toplevel design framework,insufficient participation of market forces,obvious shortcomings in regulation technology,and insufficient application of supply chain finance,which hinder the regulation and control of China's agricultural carbon emissions.Combined with the regulatory experiences of the United States,Brazil,and New Zealand,we should focus on sounding the legal system for agricultural carbon emission regulation and control,cultivating organizations of market-oriented regulatory,improving the application of regulatory technology,optimizing the service mechanism of supply chain financial,so as to take policy innovation mechanisms to break the practical dilemma of agricultural carbon emissions.
