摘　　要：经济与安全的交叉议题是当前国际关系领域最受关注的研究议程之一。有关对外援助政策是否遵循和促进了日本在安全议题上的需求,学界存在争论。本文以日本对东南亚官方发展援助政策为例,探讨了日本如何利用这一经济外交手段追求国家利益的平衡,并分析了第二次安倍政府成立至今该政策的演变及其特点。官方发展援助作为日本对东南亚国家经济外交的主要模式,早期以经济利益和合作为核心诉求。然而,随着大国战略竞争的全面升级,日本开始从经济工具着手,利用其战略地位的提升,迅速调整政策以符合其所谋求的战略独立性和军事自主性。本文认为,决策者面临的战略环境的具体特征将增强或削弱其整合经济与安全利益的动机,而战略环境威胁和国际经济竞争对决策者的政策工具选择具有不同的影响路径。通过对结构性语境下日本对东南亚官方发展援助政策演变进程及其动因的探究,本文为优化中国的对外援助策略和实现战略竞争优势提供了研究基础和启示。The interaction of economy and national security is a prominent research topic in the field of international relations.Scholars have debated whether policies of foreign aid align with and contribute to Japan’s security needs.This paper aims to examine how Japan has integrated economic diplomacy within the balance of its national interests and explores the evolution of its economic diplomacy towards Southeast Asia,with a focus on the strategic balance and policy changes since the second Abe administration.Japan primarily employs Official Development Assistance(ODA)as its main means of economic diplomacy towards Southeast Asia,with an initial emphasis on economic interests and cooperation.However,in light of the overall escalation of strategic competition among major powers,Japan has shifted away from economic tools and has utilized its enhanced strategic position to swiftly adjust its policies to conform with its soughtafter strategic independence and military autonomy.This paper argues that the strategic environment and its specific characteristics shape policymakers’incentives to integrate economic and security interests.Moreover,strategic environmental threats and international economic competition have different impacts on policymakers’choice of policy instruments.By analyzing the trajectory of policy evolution and its underlying motivations within a structural context,this paper offers a research basis and insights for optimizing China’s foreign aid strategy and achieving strategic competitive advantage.
