京津冀城市网络特征、成因及对区域协同发展的启示——基于三大城市群的比较

摘　　要：基于城市间企业投资数据分析京津冀城市网络特征及成因,可发现京津冀城市群及其中心城市的城际联系开放性强,城市群城市网络中心—极化效应突出,这与其中心城市北京的经济特性有关。北京的经济结构是以高端生产性服务业为主,造成其对外经济联系更多是高等级、跨区域和超越地理临近的,较难形成对腹地城市的经济辐射。且随着京津冀产业结构调整,腹地城市制造业发展趋缓,也不利于接受中心城市的辐射带动,从而造成区域的非均衡发展。因此,推动京津冀协同发展需着眼于京津冀城市的经济功能,尤其要考虑北京的首都功能定位,明确三地分工关系,强化北京对津冀的辐射带动,加强城市群内城市间的功能联系,形成更为均衡的城市群城市网络体系。The characteristics of the urban network in the Beijing-Tianjin-Hebei region are analyzed based on the inter-city enterprise investment data,and the reasons are discussed.It is found that the inter-city linkages of Beijing-Tianjin-Hebei cities are more open,and the center-polarization effect of the urban network is more prominent.The characteristics of the Beijing-Tianjin-Hebei urban network are attributed to the economic features of Beijing as the central city of the Beijing-Tianjin-Hebei region.The economic structure of Beijing is dominated by advanced producer services,and as a result,external economic relations of Beijing are mostly high-level and cross-regional,which are beyond the geographical proximity and difficult to form economic radiation to its adjacent hinterland cities.In addition,with the adjustment of the economic structures of Beijing,Tianjin and Hebei in recent years,the growth of the manufacturing industry in the hinterland cities has slowed down,which is not conducive to accepting the industrial radiation from the central city,resulting in the unbalanced development of the whole region.Therefore,to promote the coordinated development of Beijing-Tianjin-Hebei,it is necessary to focus on the economic functions of Beijing-Tianjin-Hebei cities,especially the functions of Beijing as the national capital.Furthermore,clarifying the divisions of labor among Beijing-Tianjin-Hebei,strengthening Beijing’s radiation capability to Tianjin-Hebei and improving the inter-city linkages within Beijing-Tianjin-Hebei plays an important role in forming a more balanced urban network in Beijing-Tianjin-Hebei.
