摘　　要：医院内部建立健全全面预算管理制度,以医院战略目标和年度计划为导向,通过建立有效的全面预算系统达到保障医院开展经济资源的合理分配和监管的目标。在具体落实过程中,通过强化预算管理制度配合定制化信息系统的手段,搭建统一的全面预算管理体系平台,设计标准化预算管理流程,将预算管理贯穿预算编制、审批等各个环节。预算系统的应用取得了收入结构优化、费用支出精细化、优化资源配置、转变预算模式等方面的显著成效。Our hospital established and improved the comprehensive budget management system within the hospital by taking the strategic objectives and annual plans of the hospital as the trend.The goal of ensuring the rational distribution and supervision of economic resources was achieved by establishing an effective comprehensive budget system.In the specific implementation process,we built a unified and comprehensive budget management system platform,designed a standardized budget management process,and made budget management run through all aspects of budget preparation,approval and so on by strengthening the budget management system and customizing the information system.The application of the budget system has achieved remarkable results in optimizing income structure,refining expenses,optimizing resource allocation and changing budget mode.
