摘　　要：为深入探讨国防动员新域新质力量融入联合作战的动因及意义,充分发挥国防动员新域新质力量战略效能,实现联合作战能力整体性提升,在科学分析国防动员新域新质力量融入联合作战发展态势基础之上,综合解构未来战争对国防动员的迫切要求,诠释目前存在的难点痛点堵点,进而结合实际发展需求提出针对性优化策略措施。实现联合作战与国防动员新域新质力量交融共振,需明确联合作战目标、精准动员靶向定位,夯实备战打仗根基、实施全域多维动员,确保把控战争态势、取得“制信息权”动员效能,同时推行发展人民战争战略战术、塑造改革创新动员优势等举措,从而充分发挥国防动员新域新质力量特色和优势,助推联合作战体系建设进程。The motivation and significance of integrating new national defence mobilisation forces into joint operations are investigated,the strategic effectiveness of new national defence mobilisation forces is given full play to,and the overall improvement of joint operations capability is realized.Based on the scientific analysis of the development trend of integrating new forces into joint operations,the national defence mobilisation requirements for future wars is deconstructed,existing problems and pain points are identified,and targeted optimisation strategies and measures based on actual development needs are proposed.The successful integration of new national defence mobilisation forces into joint operations calls for clear joint operation objectives,precise mobilisation and target details,consolidation of war preparations,successful mobilisation of military assets across a region,control over the war,and“information dominance”over mobilisation effectiveness.Moreover,it is necessary to develop strategies and tactics for people’s war and shape reforms and innovations in order to maximise the unique characteristics and advantages of new national defence mobilisation forces and improve the creation process of joint operation systems.
