摘　　要：推进共同富裕需要充分发挥收入分配的功能,并且要尽力保证现代社会收入分配的效率与公平,促进财富的创造与收入的分配之间形成有机互动。基于财政分配在国家治理中所特有性质与地位,通过构建以财政分配为核心的分配机制能够有效地将三次分配密切连接起来,对于实现共同富裕目标具有重要意义。要继续发挥积极财政政策对经济高质量发展的促进作用,逐步实现间接税为主体向直接税为主体的结构转变,强化对高收入群体的收入分配,创新对慈善事业发展的支持政策。Promoting common prosperity requires giving full play to the function of income distribution,and making every effort to ensure the efficiency and fairness of income distribution in modern society,and to promote the organic interaction between wealth creation and income distribution.Based on the unique nature and status of fiscal distribution in national governance,the construction of a distribution mechanism with fiscal distribution as the core can effectively connect the three distributions closely,which is of great significance for achieving the goal of common prosperity.It is necessary to continue to play the role of active fiscal policies in the high-quality development of the economy,gradually realize the structural transformation from indirect taxation to direct taxation as the main taxes,strengthen income distribution for high-income groups,and innovate policies to support the development of philanthropy.
