共同富裕背景下农村特困老人社会救助社会工作模式探索--以Z区阳光计划为例

摘　　要：共同富裕背景下特困老人如何实现老有所养、老有所医、老有所乐、老有所为,需要发挥社会救助兜底保障作用,确保特困老人的“老有所养”“老有所医”,更需要把物质救助与社会工作服务有效结合起来,满足老年人的多元化需求,实现特困老人的“老有所乐”“老有所为”。本研究选取曲靖市Z区阳光计划作为案例,重点就特困老人社会救助社会工作的实践逻辑与干预路径进行了探索,指出特困老人社会救助社会工作服务的创新之处在于实现了从物质救助到服务救助、个人视角到系统视角、一元福利到多元福利的转变。Under the background of common prosperity,social assistance plays an important role in the extremely poor elderly people’s access to care,medical care,happiness,and activities in old age to ensure that the elderly in extreme poverty have access to"care"and"medical care".More importantly,material assistance and social work services should be effectively combined to meet the diverse needs of the elderly,so that the elderly in poverty to achieve,"old people have fun"and"old people have something to do".This study selects the Sunshine Program in Z District of Qujing City as a case study,focuses on the practical logic and intervention path of social assistance for the elderly in extreme poverty,and points out that the innovation of social work service for the elderly in extreme poverty lies in the transformation from material assistance to service assistance,from individual perspective to system perspective,and from unary welfare to multiple welfare.
