摘　　要：公路货运车辆超限超载运输不仅大幅缩短公路正常使用寿命,而且极易诱发交通安全事故。尽管全国范围内的治超监管越来越严,但超限超载运输依旧屡禁不止。违法超限超载运输已成为公路运输的痼疾和常态。本文在调研四川省超限超载运输治理现状的基础上,从法治交通的角度,重点梳理了四川省治超领域的法律法规体系。然后从加强制度设计、突出源头治理、提高违法成本、优化收费方案四个方面提出了四川省治超法律法规的制修订建议。The over-limited and over-load transportation of road freight vehicles not only greatly shortens the normal service life of the road,but also easily induces traffic safety accidents.Despite stricter supervision across the country,over-limited and over-load transportation is still repeatedly prohibited.It has become a chronic disease and normal state of road transportation.Based on the investigation of the current situation of over-limited and over-load transportation governance in Sichuan Province,this paper focuses on sorting out the current legal and regulatory system in the field of over-limiting and overloading in Sichuan Province from the perspective of the rule of law in transportation field.Then the recommendations on the revision of laws and regulations in Sichuan Province were proposed,such as strengthening institutional design,highlighting source governance,raising the cost of llegality,and optimizing charging plan.
