深入反腐与强劲复苏——越南2022年回顾与2023年展望

摘　　要：2022年,越南在政治上加大反腐败力度,继续细化反腐败的党规党纪,完善“有进有出、能上能下”的干部任用机制,首次成立省级反腐败指导委员会,并深挖大案要案,反腐败成效显著。在经济上实现强劲复苏,增速达8.02%,为十余年来最高,这主要源于内需扩大、出口强力推动和前两年经济低位运行的低基数效应,但同时越南还面临旅游业等领域尚未复苏、金融领域存在系统性风险、外部需求转弱制约加工制造业发展等困难。在外交上密集开展首脑外交,提升与大国和邻国的外交关系,越南共产党中央委员会总书记阮富仲对中国实现历史性访问,越日提出“合作无上限”,越韩建成全面战略合作伙伴关系,越美开展多领域务实合作。2022年与2023年交替之际,越南高层人事变动,阮春福辞去国家主席职务,以及范平明和武德儋辞去政府副总理职务。2023年,越南将选举新的国家主席,可能增补政治局委员,受此高层人事变动影响,外交工作或需一段时间磨合,但外交方针不会发生变化,政局也会保持总体稳定。受全球经济前景黯淡影响,越南经济增速有所放缓,出口面临一定挑战,不过旅游业复苏前景看好,加工制造业和数字经济或将成为越南经济新的增长点。In 2022,Vietnam has stepped up efforts to fight against corruption in the political sphere,continuing to improve the rules and discipline of the Communist Party of Vietnam(CPV)on anti-corruption and refine the dynamic cadre appointment system,whereby one may be appointed as cadre or removed andan appointed cadre may be promoted or demoted.For the first time,provincial anti-corruption steering committees were established,and major cases were deeply explored with remarkable results achieved;Vietnam has achieved a strong recovery in the economic field,with a growth rate of 8.02%,the highest in more than ten years.This is mainly due to the recovery and expansion of domestic demand,a strong push from exports and the low base effect of the economy running at a low level in the past two years.Vietnam is also facing difficulties in the areas such as tourism that have not yet recovered,systemic risks in the financial sector,and weakening external demand that restricts the development of the processing and manufacturing industry;in the diplomatic field,Vietnam has conducted intensive summit diplomacy to foster diplomatic ties with major powers and neighboring countries.Nguyen Phu Trong,General Secretary of theCPV,made a historic visit to China.Vietnam and Japan proposed"cooperation without limits",Vietnam and South Korea established a comprehensive strategic partnership,and Vietnam and the United States developed practical cooperation in many fields.At the turn of the year 2022 to 2023,Vietnam has seen frequent personnel changes at the leadership,with the President Nguyen Xuan Phuc,Politburo member and Deputy Prime Minister Pham Binh Minh and Deputy Prime Minister Vu Duc Dam resigning from their posts.In 2023,Vietnamese will elect a new State President and possibly additional Politburo members.Affected by the change of personnel at the leadership,Vietnam's diplomatic work may face a period of adjustment,but the diplomatic policy will not change and the politics will remain generally stable;in the economic aspect,due to the
