服务国家大选和促进全面复苏——柬埔寨2022年回顾与2023年展望

摘　　要：为确保2023年全国大选顺利举行,2022年,柬埔寨开始提前全面布局,以大选为导向推进各项工作有序、有力、有效开展。在政治方面,除了顺利举行地方选举,还致力政府改革和下一任领导班子培养工作,力求在柬埔寨民众面前塑造务实、积极的执政党形象,以确保柬埔寨人民党在2023年全国大选时的票仓;基于人民党愈发成熟的执政表现及民众对其在疫情防控工作方面的认可,人民党在2023年的全国大选中获胜将毫无悬念。在经济方面,得益于《区域全面经济伙伴关系协定》《中柬自由贸易协定》《韩柬自由贸易协定》等的全面实施,柬埔寨的投资和贸易发展获得良好环境,经济发展向好信号明显;在多项贸易协定框架下,柬埔寨农业、进出口贸易和外国投资将成为2023年经济增长的引擎;依靠国际客源的旅游业在柬埔寨全面放开入境限制后增长势头迅猛,2023年必将表现亮眼。在外交方面,为了给第7届全国大选创造相对友好的国际舆论环境,柬埔寨在2022年的对外交往工作中体现“不选边站”的外交原则,凸显延续大国平衡外交战略,在外交工作中继续深化与中国的关系,同时希望通过元首外交缓和与美欧之间的矛盾;在东盟轮值主席国任内,积极促成东帝汶成为东盟成员国,并努力推动缅甸问题的解决。2023年是中柬建交65周年,亦是“中柬友好年”,进一步推动与中国关系的发展将是2023年柬埔寨外交工作的重点,同时寻求改善与美欧关系的有效路径也是柬埔寨2023年对外工作的关切。In 2022,in order to ensure the successful national election in 2023,the Cambodian government began to lay out anelection-oriented comprehensive plan ahead of schedule so that everything can be done in an orderly and effective manner.On the political front,in addition to the smooth holding of local elections,it has also focused on government reform and grooming the next generation of leaders,seeking to project a pragmatic and positive image of the ruling party to the Cambodian people in order to secure the votes of the Cambodian People's Party(CPP)in the 2023 national elections.As a result of the CPP's increasingly mature governance and public approval of its efforts to combat Covid-19,there is no doubt that the CPP will win the national election in 2023;on the economic front,benefiting from the full implementation of the Regional Comprehensive Economic Partnership(RCEP),the ChinaCambodia Free Trade Agreement(CCFTA)and the Korea-Cambodia Free Trade Agreement(KCFTA),Cambodia has gained a favorable environment for investment and trade,with obvious signs of positive economic development.Under a number of trade agreements,Cambodia's agriculture,import and export trade and foreign investment will become the engine of economic growth in 2023.The tourism industry,which relies on international visitors,has been growing rapidly since restrictions were lifted and is set to grow strongly in 2023;in the diplomatic aspect,in order to provide a relatively friendly environment for international public opinion in the 7th National Election,Cambodia has demonstrated its diplomatic principle of'Not taking sides'in its foreign relations in 2022,highlight the continuation of the diplomatic strategy of"great power balance".Cambodiacontinues to deepen relations with China,and hopes to ease its conflicts with the United States and Europe through the diplomacy of the head of state;during its rotating presidency of ASEAN,Cambodia actively facilitated East Timor's membership in ASEAN and worked hard to promote the settlement of the Myanmar
