拜登政府执政以来美越全面伙伴关系:新进展、动因及前景

摘　　要：在中美战略竞争的背景下,越南逐渐成为美国在东南亚地区积极拉拢的区域合作对象之一。拜登政府高度重视越南在“印太”地区的关键作用,积极推动美越全面伙伴关系深入发展。拜登政府执政以来,美越两国不仅强化高层战略互动,不仅在贸易与投资、海上安全等传统合作领域加深合作,还拓展了疫情防控、全球气候治理、新能源等领域的合作空间。拜登执政以来美越全面伙伴关系的发展是两国实现各自核心战略目标的需要。地缘政治利益和经贸发展的相互需求构成了美越两国关系发展的核心动因。与此同时,拜登政府执政以来所推行的“气候新政”和“疫苗外交”则为美越关系发展注入了新的动力。然而,受美国国内问题、外交战略理念差异及美越双方经贸结构化矛盾等因素影响,美越两国全面伙伴关系发展仍然存在诸多局限。In the context of the Sino-U.S.strategic competition,Vietnam has gradually become one of the regional cooperation targets actively wooed by the U.S.in Southeast Asia.The Biden Administration attaches great importance to the key role of Vietnam in the Indo-Pacific region and actively promotes the in-depth development of the U.S.-Vietnam comprehensive partnership.Since the Biden Administration,the two countries have not only strengthened high-level strategic interaction and maintained such traditional cooperation as trade and investment,and maritime security,but also explored cooperation in pandemic prevention and control,global climate governance,new energy and other fields.The development of the U.S.-Vietnam comprehensive partnership is the need for their respective core strategic goals.Common geopolitical interests and mutual demand of economic and trade development constitute the core motivation for the development of bilateral relations.At the same time,the“New Climate Policy”and“Vaccine Diplomacy”implemented by President Biden have injected new impetus into U.S.-Vietnam relations.However,there are still many limitations in the development of the comprehensive partnership between the United States and Vietnam due to the factors such as U.S.domestic issues,differences in diplomatic strategic concepts,and structural contradictions in trade and economic cooperation between the two countries.
